America's Medicaid system could spend nearly $10 billion less within five years if all Medicaid beneficiaries who smoke, quit. A new study released by the American Legacy Foundation found that effective smoking prevention and cessation programs could cut Medicaid costs by 5.6 percent. The report, "Saving Lives, Saving Money II," presented estimated savings to state Medicaid programs associated with reductions in adult smoking rates. The 2007 report presents a powerful new analysis of the costs of smoking to state Medicaid programs over the course of the lives of a cohort of young smokers. The federal government recently approved Wisconsin's plan to provide health insurance to all children, regardless of family income. The plan, BadgerCare Plus, would allow families with children who do not qualify for existing state programs to buy insurance, and will take effect on February 1, 2009. The cost of coverage will depend on family income and will range from $10 to $68.53 a month.

The NHCSL Executive Committee adopted a series of resolutions at its annual meeting on November 17, 2007, in Miami, Florida. The resolutions address a series of issues in the areas of healthcare, prescription drug care, technology competition, and support for reauthorization of the Farm Bill Legislation. Massachusetts Governor Deval Patrick announced $1 million in grants for 42 clinics, hospitals and community groups working to reduce racial and ethnic health disparities throughout the state.
